Policies, Laws, and Regulations

1.0 Legal Status and Establishment

TRA SACCOS LTD is an employee-based Savings and Credit Cooperative Society duly established and registered in the year 2006 under the provisions of the Co-operative Societies Act No. 20 of 2003 of the United Republic of Tanzania. The Society derives its legal mandate, authority, and operational legitimacy from the said Act and its subsidiary regulations.

In recognition of its financial intermediation role, TRA SACCOS LTD was licensed as a Class B Microfinance Institution in 2021 pursuant to the Microfinance Act No. 10 of 2018, thereby subjecting the Society to microfinance regulatory supervision and prudential requirements as prescribed by law.

2.0 Applicable Laws and Regulatory Instruments

The operations, governance, and management of TRA SACCOS LTD  at all times comply with the following legal and regulatory frameworks, as amended from time to time:

The Society shall at all times conduct its operations in accordance with:

a) Internal Policies, Procedures, and Internal Controls

To ensure effective compliance, TRA SACCOS LTD maintain a clear governance and compliance structure, the Society developed and implement internal approved policies and procedures to support regulatory compliance, including but not limited to;


  1. Registered By-Laws (Masharti ya Chama)
  2. Sera ya Mikopo
  3. Sera ya rambirambi
  4. Sera ya Akiba na Hisa
  5. Resolutions of the General Meeting.

b) Governing Laws(Regulatory Oversight and Supervision)

TRA SACCOS LTD operate under the supervision and oversight of the legally mandated regulatory authorities, including but not limited to:

  1. The Co-operative Societies Act No. 20 of 2003 and its Regulations;
  2. SACCOS Regulations 2016
  3. The Microfinance Act No. 10 of 2018 and related Regulations and Guidelines;
  4. Microfinance SACCOS Regulations 2019
  5. Policies, circulars, and directives issued by relevant regulatory authorities;
  6. All applicable laws of the United Republic of Tanzania governing financial institutions, labor relations, taxation, anti-money laundering, and consumer protection.

3.0 Review and Amendment

This Compliance and Regulatory Framework are being reviewed periodically to reflect changes in laws, regulations, regulatory guidance, and the operational environment of the Society. Any amendment are subject to approval by the relevant governing organs in accordance with the By-laws and applicable laws.
